For what it's worth I've encountered a number of nice old gouges.
Whereas framing chisels get used for hitting other chisels and seem to be left out in the rain, for some reason there are a lot of good old gouges out there. And they're often sold as wood lathe turning tools--out of sheer ignorance.

I can't speak for the UK, but that's been my experience.

If you go for a trusted name, the old steel is at least as good as anything made today, and likely better.
