If it's just establishing level that you're doing, and cost is a factor, I'd go with a laser, a decent one can be had for less than the optical site level route.
A full blown transit (as opposed to a site level) is a handy thing, and like anything knowing how to use it, means you'll find more use for it. But it adds to the cost of the investment and is more than is needed for most projects.
