OSB has a noticably rough and smooth side. When
putting these panels together with the insulating foam which side should get the glue ie. which side is touching the foam?

Do you how much pressure is needed to
make the sandwich?

The testing used to establish code approval takes into consideration that OSB has a rough and a smooth side. The "worst case scenario" for bonding would be lamination to the smooth side. However, SIP performance and lamination does not care which side you laminate to as long as proper lamination procedures are followed. We do like to ensure that roof panels have been made with the rough side up for obvious reasons.
In regards to press pressure, let's assume your referring to a moisture cured urethane adhesive (one of many types of approved adhesives)
typical press pressures would be between 7 & 9 PSI. That would be a cold press using air pod, hydraulic, or vacuum.
