For the purposes of this survey do you mean "traditional" green oak timber frames or Balloon/stick framing? Both are known as timber framing in the UK. The fire properties of both types of buildings vary greatly by design.

They mean ballon framing.

There have been a significant number of recent fire incidents involving balloon built timber framed apartment buildings here in the UK - mainly during construction with a number of these thought to be started by arsonists. These buildings really burn fast when there is no sheetrock or siding in place.
