When is the best time to cut down poplar trees that will be used to build a log cabin... we have no plans of allowing them to dry.

Maximize the potential to bring the moisture content down by working in harmony with the cycles of life and season. Girdle them now before the sap starts to rise (late winter is ideal) then let them leaf out and evapo-transpire as much moisture away as your schedule allows. This may make peeling a bigger chore but should minimize settleing in compensation.
