I have old belt sander made by Pro Hardware Inc. out of Geneva ,Ill. It says Proven model no. 1107 type 2. can anyone identify this company or where I might find a sanding belt and an parts book. with the belt adjustments fully extended the circumstance is 22 1/4 inches. When retracted completely it measures 21 3/4 inches

Try one of the sandpaper suppliers that advertise in the better woodworking magazines. Several of them will make custom length belts at very moderate prices.

What width belt? If it's a four inch belt I think McMaster-Carr have them in your length. (McMaster.com)

As for parts, try Googling the heck out of any numbers you can locate. Occasionally this turns up similar machines under other brand names, etc.
